What is total Workforce Management (TWM) and Optimizing Patient Care?
This is the concept of managing Nurses and Affiliated staff with respect to the best patient care. Hospital administrators are acutely concerned about delivering the best possible care given staff resource limitations. Reputation, revenue, and legal liability are at stake.
CareSystems has developed and has now installed in full production mode, the concept of
TWM.

TWM takes the approach to staffing that involves as input to staff scheduling, Patient Flow and Patient Acuity or Dependency, rather than depend on history, judgment, and nurse to patient ratios. It goes the next step and it automates and integrates the patient assessment process. The CareSystems model for doing this is called AWES – for Acuity Workload Estimation System.
The patient based information is used to calculate the optimal skill mix for the upcoming or current shift.
The skill mix estimate is used in conjunction with the schedule previously generated OPTIMALLY by the scheduler, CareWare, to generate adjustments in staffing.
CareWare is a system that has been in operation for over 3 years with excellent results for the user organizations.
The adjustments are then “operationalized” by the powerful real time capability and SMS capability of CareWare, be it invoking new staff or cancelling a shift or part of a shift.
From a manager’s viewpoint, an on-line search process can be undertaken that covers the payroll staff, pool staff, and any other sources of temporary staff. The system ranks these staff by their desirability based on a half dozen criteria (that can by customized by the organization or ward).
From a staff viewpoint, the available shifts or gaps are always available for viewing by staff on line. They can swap into them, “bid” into them on line for overtime, or make their availability known for particular shifts.
A temporary staff management system, called CareBank, is also fully integrated into the overall 3-System suite that supports TWM. CareBank is available to anyone who wants to work only temporarily or regular staff who want to work overtime if management wants to control overtime with greater visibility and on a separate account.
